Response to Intervention/Instruction (RtII) is a comprehensive, multi-tiered, standards-aligned strategy that provides instruction and interventions to match the needs of students. The goal is to proactively improve student achievement for all learners. Training and technical assistance is available to school-based teams to increase their capacity to provide meaningful educational services and programs for all children in academic areas outlined in the Pennsylvania academic standards. Educational specialists can assist district personnel conduct program assessments, analyze student data, and develop a plan of action addressing curricular, instructional, and student variables (Allegheny Intermediate Unit, 2015).
RTI support is visualized as a pyramid helping struggling students. The amount of help the student receives increases with each level of the pyramid. Progress is measured frequently to ensure each student is receiving the help they need.
Tier 1 is Primary
Tier 2 is Secondary
Tier 3 is Tertiary

Tier 1 is Primary
- General education classroom, all students are taught using effective instructional methods.
- 80% of students respond to this instruction.
- The entire class is screened to identify students who are at risk of failing.
- Students may work in small groups in the classroom while the teacher uses differentiated instruction to target different skill levels and learning types.
- All students’ progress is tracked.
Tier 2 is Secondary
- Small group instruction, as well as classroom instruction.
- 15% respond of the students respond with this intervention.
- Certain skills are focused on to develop and strengthen for achievement.
Tier 3 is Tertiary
- More intensive instruction and focusing on specific skills.
- 5% of the students respond with this intervention.
- Student may be evaluated for special education services and provided a mix of special education and general education services.
RTII Artifacts
The Iris Center is funded by the U.S. Department of Education’s Office of Special Education Programs, and is located at the Vanderbilt University in Nashville, Tennessee. Their objective is to “create resources about evidence-based practices for use in pre-service preparation and professional development programs” (The Iris Center, 2015). The examples below are from Mr. Brewster's classroom at the Rosa Parks School. Each Tier provides a story, a lesson plan, and on tier 3 benchmark goals are provided within the story and Core Reading Components are the attached document.
